Resident of Vladimir plotting crimes against head of municipality charged

The Vladimir Region Office of the Investigative Committee continues investigating a case against a 29-year-old resident of the town of Vladimir who plotted committing crimes against the head of the Suzdal town administration.

He has been charged with crimes under Part 1 of Article 30, Part 2 , item “a” of Article 126 (preparing for an abduction), Part 1 of Article 30, Part 3, item “b” of Article 163 (preparing for extortion), Part 1 of Article 30, Part 2, item “j” of Article 105 of the RF Penal Code (preparing for a murder in order to conceal another crime).

The investigators have revealed that a man who was born in Gus-Khrustalny District, but lived with a woman in the town of Vladimir in a rented flat and who at the time of the crime worked as a manager in a trade firm, started planning the crime in October 2015 in order to get a large sum of money.

As an object of his crime he chose the Head of the Suzdal town administration, whom he had considered as a rich man and assumed that he could get a lot of money from him. The accused planned to abduct the official, demand a ransom and then to kill him to conceal the crime.

To fulfill the plan he rented a garage in remote district of Vladimir, brought there construction tools and knives to be demonstrated for threats or to be used against the victim. He agreed on the abduction with some unfamiliar people.

The accused was detained on 25 March 2016 as a result of an operation carefully and meticulously developed by security forces.

Following the request of the investigators, a court has ruled to remand the accused in custody pending trial.

During an interrogation the accused admitted his guilt and explained that after the crime he had intended to go abroad.

At present, a number of operations are underway to find out all the details of the crime and in the near future the man is going to undergo a psychiatric evaluation.

The investigation is ongoing with operative support of the regional office of the Federal Security Service and the Crime Detection Directorate of the Russian Interior Ministry.
