In Ulyanovsk Region, investigation finished against college students who beat 16-year-old girl

The Ulyanovsk Region Office of the Investigative Committee has finished an investigation against 5 students of the regional state funded educational institution the Karsun Technological Technical School charged with crimes under Part 1 of Article 116 of the RF Penal Code (battery), Part 2, item “d” of Article 137 (illegal spread of private information) committed against an underage student of the same school.

According to investigators, on 11 January 2016, from 11 to 11:30 PM, four students of the Karsun Technological Technical School aged 17 and 18 beat a 16-year-old student in a woman’s toilet room. Another one of the accused, a 17-year-old young man who was filming the crime also hit the girl. It has been revealed that the conflict between the students in the dormitory had taken several hours and the battery in the toilet was its conclusion. During the probe the investigators ran forensic medical and psychiatric tests and carried out over 60 questionings.

It should be noted that in each case on different stages of the probe, the investigators pay special attention to prevention of the crime committed by minors and to find out the reasons and conditions that contributed to the crimes. This case was not an exception. The investigators have filed requests to the police and the Ulyanovsk Region Ministry for Education and Science, following which 10 officials have been disciplined, including by dismissing and discharging.

The investigators have enough evidence, so the criminal case has been sent for the indictment to be approved and to be referred to court after that.

In addition, the Ulyanovsk Region Office of the Investigative Committee continues an investigation into negligence of the officials of the Karsun Technological Technical School (Part 1 of Article 293 of the RF Penal Code). The investigators have questioned the Ulyanovsk Region education minister, her deputy and other officials of the Ministry, teachers and managers of the technical school. The investigation is ongoing.
