The Northwestern Transport Investigations Office of the Investigative Committee has opened an investigation in improper fulfillment of duty by workers of OAO Omsk Airport who accepted repairs of roads, parking areas and taxiing routes improperly done by OOO Kontinent construction firm (Part 1 of Article 293 of the RF Penal Code).
According to investigators, in September 2015, OAO Omsk Airport and OOO Kontinent construction firm concluded a contract for repairs of roads, parking spaces and taxiing routes of the Omsk Airport. The subject of the contract was repairs, including 2 layers of covering 9 cm thick. However, OOO Kontinent construction firm violated the contract and construction documents and laid only 1 layer of asphalt which did not meet the state standards, while the thickness of the covering was less than 9 cm. Despite considerably lower amount of work done by OOO Kontinent construction firm, the officials of the Omsk Airport still signed the acceptance certificate and transferred the sum as per the contract to the bank account of OOO Kontinent construction. The criminal proceedings were initiated based on the records of the check by the Omsk Transport Prosecutor’s Office.
According to preliminary information, the difference between the cost of the paid work and the cost of the work that was actually done by OOO Kontinent is 2 million 390,000 rubles (regarding the difference between the cost of asphalt as per the contract and estimates and the concrete actually used).
At present, investigative operations are underway to find out all the details of the crime and to identify the persons involved. Documents connected with fulfillment of work are being confiscated from OAO Omsk Airport. The investigators are going to evaluate the actions of the officials of OAO Omsk Airport and OOO Kontinent construction firm and are going to take all possible measures to compensate for the damage done. The investigation is ongoing.
