In Khabarovsk Territory, former construction minister to stand trial for abuse of office

The Khabarovsk Territory Office of the Investigative Committee has finished the investigation against former minister of construction for Khabarovsk Territory charged with a crime under Part 3, item “c” of Article 286 of the RF Penal Code (abuse of power).

According to investigators, in 2013-2014, the minister concluded 16 contracts on construction of 521 flats for orphaned children in Tvyordokhlebovo apartment complex located in the settlement of Mirny. The total sum of the contracts exceeded 750 million rubles. The first stage of the construction was to be put into operation in late 2013, the second in February 2015.

By now only 195 flats have been construction and passed on to the construction ministry. The rest of them are still to be commissioned. The construction minister committed a lot of breaches of federal laws and terms of the contracts when they had been signed. For example, in January 2014, aware that the first stage of the construction had not been finished which was breaking the contract, he concluded new contracts on construction of flats (second stage) without agreeing it with the control directorate of Khabarovsk Territory. All that led to inefficient and unproductive expenditure of budget funds and violation of the rights of the orphaned children who were unable to move in their new flats.

The operational support was provided by officers of the Khabarovsk Territory Offices of the Interior Ministry and Federal Security Service.

The investigators have enough evidence so the criminal case with the approved indictment has been referred to court.
