Following Alexander Bastrykin’s orders experienced investigators of Investigative Committee’s Central Office join probe into death of people in gas explosion in Ryazan Region

A gas explosion happened early in the morning 23 October 2016 in a flat in a building on 1st Osenny Lane in the city of Ryazan. According to preliminary information 3 people were killed and 15 more injured. The Ryazan Region Office of the Investigative Committee has launched an investigation in a crime under Part 3 of Article 238 of the RF Penal Code (production, storage, transportation or selling of goods or products, fulfillment of work or provision of services that do not meet safety standards). Following the order of Chairman of the Investigative Committee Alexander Bastrykin, investigators of the Committee’s Central Office who have experience in looking into man-caused accidents have been sent to the scene to provide practical assistance in the investigation.

Preliminary analysis of the situation and investigative operations give reason to believe that a gas leak may have been the cause. According to refined data, 5 injured people, including 1 minor, were taken to hospitals. The victims will have to get forensic medical examinations.

Investigators keep examining the scene and have started questioning residents of the building, workers of the company that manages the building and staff of the gas service. One of the killed has been identified as a 44-year-old man who lived in flat No 54. The investigators are going to check if the residents filed complaints about improper heat supply and if they installed any gas equipment. To do that, the investigators are taking steps to confiscate documents on the building’s condition and operation of its gas system from the company that manages the building and from municipal bodies. The investigation is ongoing.
