In Bashkortostan, former director of swimming pool found guilty of subquality services entailing death of child

A court has recognized the evidence collected by the Bashkortostan Republic Office of the Investigative Committee sufficient to convict 40-year-old Natalya Perminova, head of an office of Metallurg Stadium. She was found guilty of providing services of improper quality under Part 2, item “c” of Article 238 of the RF Penal Code.

The court and investigators have revealed that Perminova while serving as the director of Metallurg Stadium in the town of Beloretsk was providing services from February to April 2016 which did not meet requirements of laws. She employed lifeguards (instructors) who had no special education or qualification, no safety rules were followed while children were swimming in the pool, those swimming were not explained the rules of safe conduct and no one of the lifeguards (instructors) watched over the swimming children which led to the death of a child. In the afternoon of 16 April 2016, hoping that there might be no problems, she did not suspend the operation of the swimming pool aware that it had not enough lifeguards (instructors) responsible for the safety in water and that one of the workers had no specialized education or training and was combining two jobs. She accepted 90 rubles from the mother of a small child and let him in the pool.  The 10-year-old boy who was not able to move around without help due to a disease was in a small pool and was left there alone due to the lack of a lifeguard. The boy chocked in water and died in a hospital of drowning.

Perminova pleaded not guilty. The investigators filed a request with the Beloretsk town administration which is the found of the facility, asking to eliminate the reasons and conditions that had made the crime possible and pointing out the lack of proper control over the work of the said director by the head of the administration.

The court has sentenced Perminova to 2 years in prison postponed until her child is 14 years of age.
