Alexander Bastrykin receives citizens in Moscow

Alexander Bastrykin met with citizens on 12 April 2017 in Moscow. The Chairman of the Investigative Committee received residents of Kaluga, Tambov and Tula Regions.

Most of the complaints filed related to procedural decisions made over criminal cases investigated in regional authorities of the Investigative Committee. Investigators and criminalists of the Investigative Committee’s Central Office are going to join the said investigations. Internal checks are going to be conducted into persons who allowed red tape and are responsible for making contested procedural decisions. One of investigators was dismissed.

Mr. Bastrykin gave explicit orders to heads of a number of Investigative Committee’s territorial offices. The Chairman assumed personal control over consideration of all complaints and appeals received.

In addition, the Chairman met a member of the State Duma to discuss Investigative Committee’s legislative initiatives and implementation of some bills. They reached agreement on cooperation regarding protection of Russia’s strategic enterprises, objective truth and countering hostile takeovers.

One of key topics was returning in criminal procedure the institution of objective truth. It is finding true circumstances surrounding the crime and true guilty ones is the aim of criminal proceedings. Making final decision based on unreliable data can lead to incorrect assessment of a crime, convicting an innocent person or acquitting the guilty one.

The Investigative Committee offers to restore in the Russian criminal proceedings a clause determining the objective truth as the aim of proving and the following more private requirement of a full, thorough and impartial investigation and trial. The member of the State Duman supported the initiative completely.
