In Magadan Region, probe launched in negligence of guardianship officials who let family adopt child hospitalized with cachexia

Following a check into the report provided by Anna Kuznetsova, the Children’s Ombudsman, that an 11-year-old boy was delivered to the Moscow Endocrinological Research Center in March 2017 and diagnosed with cachexia, the Magadan Region Office of the Investigative Committee has opened an investigation in negligence under Part 1 of Article 293 of the RF Penal Code.

According to preliminary data, the boy has been living in a foster family in the city of Magadan since 2008. The foster mother treated the child badly and did not give him enough food. Investigators also have information that she gave the boy some medicines that made him feel worse. The 11-year-old boy weighing 11 kilos was taken to hospital. The guardianship authorities did not do their duties properly failing to check the boy’s living conditions in the foster family. Iт 2014-2016, the officials visited the family only twice, though they should have done it at least twice a year.

Investigators are going to give all-round assessment to the actions of the guardianship authorities when they made a decision to let the family adopt the boy, and to their check of the boy’s living conditions in the foster family.

As the investigators have reasons to believe that the foster mother acted intentionally, they are now looking into the attempted murder of the child.
