In Irkutsk Region, probe launched against teacher of daycare center suspecting of torturing inmates

The Irkutsk Region Office of the Investigative Committee has initiated criminal proceedings against a teacher of day care center No 71 located in the town of Angarsk. Following a check launched after media reports about a child tortured at the facility, investigators saw in the woman’s actions signs of a crime under Part 2, item “d” of Article 117 of the RF Criminal Code (torturing a minor).

Monitoring of the Internet revealed earlier a report saying that the woman had taped children’s mouths and boasted of it online by posting photos of one of the children. It is evident that the children entrusted to a seemingly qualified person were not able to protect themselves against an adult person.

During an interrogation the woman tried to explain that that way she had tried to make the children silent as a game to read them a fairytale and that she had taped her mouth as well and then children repeated after her and taped their mouths by themselves. The investigators are going to check this version of the incident and are going to find out all the circumstances surrounding it. However, it is obvious that such methods of caring for children are intolerable and have nothing to do with taking care of them.

The investigators are also going to give a legal assessment to the actions of officials who let that happen. The investigation is under control at the Investigative Committee’s Central Office.
