Probe launched in negligence in road building in Ivanovo Region following media reports

The Ivanovo Region Office of the Investigative Committee has opened an investigation in negligence during construction of a motorway between the settlements of Zhazhlevo and Ilyinskoye in Zavolzhsk and Kineshma Districts of the region (Part 1 of Article 293 of the RF Penal Code).

According to investigators, on 8 October 2014, the Ivanovo Region road department and OOO DSU-1, a limited liability company, concluded a more than 400 million rubles worth government contract on construction of the said motorway.

In 2014-2015, the cost of the construction was 38 million rubles. Over that period an 800-meter-long earth dump was made while its planned length was more than 11 kilometers. As the construction was stopped and the unfinished section of the road was not preserved in time, the dump collapsed and its gravel surface got disintegrated. Considerable funding, well over planned finances, is now needed to resume the construction and to restore the built section.

Improper execution of the government contract violated rights and legal interests of citizens on uninterrupted supply of vital services.

By now investigators has examined the section of the road in the presence of a specialists from the Emergency Ministry’s Directorate using a UAV; has searched the Ivanovo Region Road and Transport Department, questioned officials of the department and contractor companies. The investigation is ongoing.

The probe was launched to look into all the circumstances surrounding the construction of the road.

The report on the crime was discovered in mass media. A check was run into it following an order of Chairman of the Investigative Committee Alexander Bastrykin and then the probe was started.
