Suspect held in collapse of metallic construction on people near Soldatov Recreation Center in Perm Territory

The Perm Territory Office of the Investigative Committee has held and interviewed a suspect, a 30-year-old entrepreneur who supervised the erection of a metallic construction that collapsed on people during a rehearsal of a festival.

The metallic construction near the Soldatov recreation center in Komsomolsky Avenue, 89 collapsed on 24 May 2017 on spectators during a rehearsal of a festival of Slavic written language. Several people were injured including children. The Perm Territory Office of the Investigative Committee opened an investigation in execution of work of provision of services that do not meet safety standards under Part 1 of Article 238 of the RF Penal Code.

The suspect is now expecting restraint and charges. Investigators are going to give assessment to the actions (omission) of officials who organized the event and controlling bodies.

The investigators have examined the scene of the incident and the office of the contractor company involving specialists, have ordered forensic medical and technical tests. They keep on questioning witnesses and the injured involving their legal representatives. They have confiscated documents related to the organization of the festival held by the Cultural and Youth Policy Projects Center and was ordered by the Perm Territory Ministry of Culture. The footage from surveillance cameras that caught the incident and the mounting process has been seized and is now being studied.

At present, the investigators are carrying out investigative operations to find out all the circumstances surrounding the crime, collect and document evidence. The investigation is ongoing.
