Three probes launched in shelling civilians in southeastern Ukraine

The Investigative Committee’s Head Office has revealed several more instances of using heavy armament against civilian population in southeaster Ukraine. In accordance with Article 12 of the RF Criminal Code foreign citizens who have committed a crime outside the Russian Federation shall be prosecuted under the RF Criminal Law in the cases provided for by the international agreement of the Russian Federation if they have not been prosecuted in foreign stat. Therefore, 3 more criminal cases have been opened over the use of prohibited means and methods of warfare under Part 1 of Article 356 of the RF Penal Code.

According to investigators, on 18, 20 and 21 May 2017, military servants of the Ukraine’s Armed Forces and National Guard violated the Minsk Protocol, the Convention relative to the Protection of Civilian Persons in Time of War (Geneva, 1949) and its follow-up protocol II, when they followed criminal orders of higher commanders of the Ukraine’s Defense Ministry and fired artillery weapons at civilian infrastructure in the settlements of Kominternovo and Spartak and in Petrovsky District of the city of Donetsk. The shelling wounded four civilians. The motive for this one and many other similar crimes is apparently political and ideological hatred as the population of the southeastern Ukraine refuse to recognize the current authority as legitimate and want to create isolated administrative-territorial entities.

The Russian Investigative Committee is going to document crimes against peace and safety of the humanity committed against civilian population of southeastern Ukraine. The investigators are working to identify all those involved in the said crimes.
