Investigative Committee generalizes consideration of interpellations

The Russia’s Investigative Committee has generalized consideration of interpellations and those submitted by members of the Federation Council and of the State Duma of the Federal Assembly in 2016.

In all, over the said period 2,068 interpellations were solved, which is 7.4% more than last year (1,925). Out of the general number the Central Office solved 397 interpellations, while territorial and special divisions 1,671.

The most interpellations were received from members of the State Duma Alexander Khinshtein, Khozh Magomed Vakhayev, Valery Tashkin, Roman Khudyakov and Vladimir Zhirinovsky.

Analysis of interpellations from members of the Federation Council suggests that that they mainly contain requests to check validity of investigators’ decisions, legality of discharging investigative officials, to explain housing and social issues, arguments on misrepresented results of elections. Some 42 interpellations contained invitations of investigators to meetings of State Duma’s committees, working groups and other deliberative bodies.

If there were enough reasons provided, the interpellations were satisfied. For example, member of the Federation Council Irina Gekht following the claim of Oksana Shatalova, director of Wings charity, filed an interpellation regarding illegal actions of the director of Kusa Region rehabilitation center for children and teenagers with disabilities in Chelyabinsk Region Valery Ogurtsov. Once the files the investigators already had and the interpellation had been considered, a probe was launched into abuse of authority by the staff of the rehabilitation center that violated rights and legal interests of the inmates.

However, in some cases members of the parliament took a position of an applicant under investigation or insisted on their innocence.

This way, the Volgograd Region Office of the Investigative Committee has considered several interpellations from member of the State Duma of 5th and 6th convocations Oleg Mikheyev claiming that the police illegally initiated criminal proceedings against him, detained him as a suspect, searched his residence and confiscated his car. Investigative officials also considered 4 interpellations from member of the State Duma of 6th convocation Nikolai Parshin complaining that he was unreasonably put under investigation in fraudulent stealing 25 million rubles of budget money as part of a criminal group. His arguments found no confirmation during a check.

In addition, members of the parliament ask the Investigative Committee to make a review of this or that bill. Opinion of law-enforcers who give recommendations based on the analysis of their work and understand how the legal mechanism can be made better, allows making the bill more balanced.

This way, the Investigative Committee regularly cooperates with members of both chambers of the Federal Assembly. The analysis made shows that heads of investigative authorities act in strict accordance with current laws and departmental legal acts when they consider interpellations and take steps which are within the current laws.
