In Nizhny Novgorod, probe finished against police officers who ignored complaints of Oleg Belov’s wife

The Third department (based in the town of Nizhny Novgorod) of the Investigative Committee’s Head Office has finished criminal proceedings against Dmitry Oblivin and Vladimir Filimonov charged with negligence entailing death of two or more people under Part 3 of Article 293 of the RF Criminal Code.

According to investigators, district officers of police station No 5 in Nizhny Novgorod Oblivin and Filimonov violated legal acts regulating police activity and their job descriptions when they ignored multiple complaints filed by Yulia Zaitseva on her husband Oleg Belov. The woman complained that her husband regularly beat and threatened her and their children. In 2014 Oblibin and in 2015 Filimonov refused to open investigations against the man without checking the complaints.

Because of their criminal negligence Belov was not arrested and Zaitseva and the children continued living under dangerous conditions. Aware of his impunity Belov killed his wife and their six children in 2015.

The investigators have enough evidence against Oblivin and Filimonov, so the criminal case with the signed indictment has been referred to the Nizhny Novgorod District Court.
