Investigative Committee Chairman carries out on-site inspection into probe of traffic accident in Khanty-Mansi Autonomous Area-Yugra leaving teenager dead

The Chairman of the Investigative Committee has hosted a briefing today in the town of Surgut, which was attended by senior officials and rank-and-file staff of the Khanty-Mansi Autonomous Area-Yugra Office of the Investigative Committee.

During the meeting, Mr. Bastrykin heard a report made by the head of the office on the progress of investigation into a traffic accident that happened in the settlement of Peregrebnoye, Oktyabrsky District on 29 September 2017 and involved a UAZ car driven by a traffic police officer and a motorbike ridden by a 15-year-old teenager. The latter one died in the accident.

Considering public resonance and critics of the local investigative authority by the media, Mr. Bastrykin ordered that the case be taken over by the Head Office of the Investigative Committee.

Following the meeting, the Chairman dismissed deputy head of the Nyagan Inter-district Department of the Investigative Committee’s Khanty-Mansi Autonomous Area-Yugra Office who had ordered traffic police officers to search the flat of the witness. Legality of officers’ actions is going to be checked during the investigation and if there are reasons they are going to be charged. The Chairman also ordered the Central Office’s control unit to run an internal check to assess the role of the senior officials of the regional investigative authority in procedural control over the investigation. In addition, Mr. Bastrykin demanded that the investigators should again ask courts to place the accused in custody pending trial. He took the probe under his personal control.
