Alexander Bastrykin instructs to transfer a probe into abuse of authority, launched by the Voronezh investigative department, to the Central Office

The Chairman of the Investigative Committee of Russia Alexander Bastrykin instructed to transfer a probe launched by the Voronezh Regional Investigative Department of the Investigative Committee of Russia into a district police officer of the Voronezh Regional Department of the Ministry of Internal Affairs to the Central Office of the Committee.

Regional investigators qualified the actions of the policeman by Paragraph "A" of Part 3 of Article 286 of the Criminal Code (abuse of power committed with use of violence) after considering a report about the use of physical force by the internal affairs officer against a 45-year-old man who was in a car cabin on June 23, 2021. In that local citizens said that the man, who was presumably intoxicated by alcohol, has committed a road accident.

Alexander Bastrykin instructed investigators of the Main Investigative Department to carefully analyze the situation and to examine the video records of the situation in detail in order to give legal assessment to actions of all parties of the conflict. At the same time Alexander Bastrykin demanded a report from the head of the regional investigative department on the grounds of initiation of the criminal case against the police officer, whose actions were aimed to prevent violation of law, and to motion the court to subject him to house detention. 

Apart from that, after studying video records of actions of all participants of the incident, the Chairman of the Investigative Committee of Russia instructed to immediately launch a probe into insult and use of violence against a representative of authority (Articles 318 and 319 of the Criminal Code of Russia) and to motion the court to arrest the suspect. Investigation of this probe will be also carried out by investigators of the Main Investigative Department of the Investigative Committee of Russia.

An official assessment has been appointed into the head of Voronezh Regional Investigative Department of the Investigative Committee of Russia.
