The evidence gathered by the Main Investigations Directorate over North Caucasian Federal District of the Investigative Committee of the Russian Federation was found by court to be sufficient to sentence Shamil Umakhanov. He was found guilty of committing offenses under Part 2 of Article 209 (participation in a gang), Article 279 (armed riot) and Article 317 of the Criminal Code of Russia (encroachment on life of officers of law enforcement bodies).
It was possible to establish the circumstances of the crimes and the involvement of a person in cooperation with the division of the central office of the Federal Security Service of Russia and the regional department of the Federal Security Service of Russia in the Arkhangelsk Region.
The investigation and the court established that Umakhanov as a member of a united armed gang, under the general leadership of Basayev and Khattab, which numbered about 2,000 people, in September 1999 from the territory of the Chechen Republic committed an armed attack on residents and organizations in the Novolaksky district of the Republic of Dagestan with the aim of an armed seizure of power. As a result, the villages of Akhar, Shushiya, Gamiyakh, Tukhchar, Chapayevo and Novolakskoe were seized in the Novolaksky district of Dagestan, there were people killed and wounded, police officers and civilians were taken hostage, and significant damage was done to the republic's economy.
Also on September 5, 1999 Umakhanov actively participated in firing at the building of Novolaksky police department of the Ministry of Internal Affairs of Russia in the Republic of Dagestan, where at that time more than 20 policemen were on duty.
The Southern District Military Court found Umakhanov guilty of all the incriminated crimes. Criminal prosecution under Part 2 of Article 209 and Article 279 of the Criminal Code was terminated by the court on non-rehabilitative grounds in connection with the expiration of the statute of limitations.
Taking into account the partial addition of previously imposed sentences, Umakhanov was sentenced to 25 years of imprisonment to be served in a strict regime penal colony. The verdict of the court came into force.
