The Main Investigative Department of the Investigative Committee of the Russian Federation in the North Caucasus Federal District has completed its investigation of the criminal case against Rustam Buluyev, Ruslan Namatov and Artur Ushayev. Depending on the role of each of them, they are charged with committing offenses under Part 2 of Article 209 of the Criminal Code (participation in a gang), Part 3 of Article 205 of the Criminal Code (act of terrorism), paragraph A of Part 3 of Article 126 (abduction), Article 317 (encroachment on the life of law enforcement officers and soldiers), Paragraphs A, F, G of Part 2 of Article 105 (murder of two or more persons), and Part 3 of Article 30, Paragraphs A, F, G of Part 2 of Article 105 (attempt on the life of two or more persons), Part 3 of Article 222 of the Criminal Code of Russia (illegal trafficking in weapons and explosive devices).
Investigators were able to identify the accomplices of these crimes and bring them to justice in cooperation with the division of the central office of the Federal Security Service of Russia.
The investigation established that not later than 2002 Supyan Arsanakaev and Vishan Zaitov formed a gang in the Nadterechny district of the Chechen Republic, which at different times included Anzor Agamerzaev, Aslanbek Vitrigov, Ayub Tuntuev, Namatov, Ushaev and Buluev, who at that time was an officer of the local police.
From May to early July 2005, Arsanakaev and Zaitov planned to commit an act of terrorism in the village of Znamenskoye in the Nadterechny district. On July 13, 2005, in order to realize their criminal plans, Arsanakaev, Zaitov, Tuntuyev, Namatov, and Buluyev kidnapped a resident of the village of Novoshchedrinskaya, Shelkovsky district of the republic and then murdered him. On July 19, 2005, they parked the body of the victim in a car filled with an explosive device in one of the residential streets of Znamenskoye. On the same day, knowing full well that the use of firearms would attract the attention of law enforcement bodies and the inhabitants of the village, Buluev fired at the car in which the body of the deceased was found.
When residents of the Chechen Republic, as well as law enforcement officials from the Nadterechny District IAB and the Russian Federal Security Service in the Chechen Republic gathered around the shelled car, Zayitov detonated the explosive device inside the car by remote control. As a result, 10 officers of the Russian Ministry of Internal Affairs, one officer of the Russian Federal Security Service and four civilians were killed. Also 10 employees of the Ministry of Internal Affairs and 26 civilians received injuries of varying degrees of severity. Ushayev also took part in the terrorist attack.
The investigation gathered enough evidence; therefore, the criminal case against Buluev, Namatov and Ushaev with the approved indictment has been sent to the Southern District Military Court to be tried on the merits.
Previously, Agamerzaev, Vitrigov and Tuntuev were sentenced to long terms of imprisonment, and Arsanakaev and Zaitov were liquidated during an encroachment on the life of law enforcement officers.
