The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a video-conference reception of citizens. It was attended by the First Deputy Chairman of the Investigative Committee of Russia Eduard Valeryevich Kaburneev, heads of separate Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.
In connection with the unknown disappearance of a 17-year-old resident of the Tambov region, the mother and sister of the missing person appealed to the head of the department. The young man lived with his grandmother and was on his way to his place of residence on May 8 of this year, but disappeared and his whereabouts are still unknown. The Tambov Regional Investigative Department of the Investigative Committee of Russia initiated a criminal investigation into the case based on the evidence of a crime under Part 1 of Article 105 of the Criminal Code (murder). Relatives complained about the lack of results of the investigation and the lack of search for the young man, which was organized only in the area where he lived. The Chairman of the Investigative Committee of Russia heard a report by the head of the territorial unit, A.N. Polshakov, noting a number of shortcomings in the work that was carried out. A.I. Bastrykin instructed to transfer this criminal case for further investigation to the Main Investigative Department of the Investigative Committee of Russia. A number of instructions were given to the Main Forensics Department of the Investigative Committee of Russia (Forensic Center).
An employee of a company in Krasnodar suffered a serious injury in April 2021 as a result of an occupational injury. Due to a gas leak there was a flashover of a gas boiler and the premises on the territory of the enterprise caught fire. The complainant, who was in the burning room, suffered severe burns. He asked the head of the department to look into the circumstances of the incident. A.K. Maslov, the head of the Krasnodar Regional Investigative Department of the Investigative Committee of Russia, said that they had initiated a criminal case under Part 1 of Article 143 of the Criminal Code of Russia (violation of occupational safety regulations) and filed charges against the Director of the company. The Chairman of the Investigative Committee of Russia gave a number of instructions on this criminal case, in particular, to promptly provide a plan for further work.
Three female residents of the Krasnodar Territory complained about the lack of stable benefits for children suffering from diabetes mellitus and the necessary medications and medical devices. The complainants insist that officials of the Krasnodar Territory Ministry of Health, who failed to ensure timely procurement of discounted medications, were negligent. Based on these facts, the Krasnodar Territorial Investigative Department of the Investigative Committee of Russia conducted a procedural review, upon the results of which, due to the absence of an element of crime under Article 293 of the Criminal Code (negligence), decided not to institute criminal proceedings. A.I. Bastrykin harshly criticized his subordinates not only for the procedural decision, but especially for their indifferent attitude towards the difficulties of children with health problems.
"Children are ill, seriously ill, and you act as if you don't care. You dismiss the mothers who came to you for help," A.I. Bastrykin said to his subordinates. He thanked the representatives of the initiative group for their active position and demanded from A.K. Maslov a detailed report on the whole situation in Kuban with provision of children affected by diabetes mellitus with necessary medicines and medical products. A.K. Maslov reported that "at present there are about 200 thousand insulin dependent people registered in Krasnodar Territory, of which about two thousand are children. In 2021, 2.3 billion rubles from the federal budget and 5.7 billion rubles from the regional budget were allocated for provision of discounted medications for all categories of citizens in need. At the same time, the region's need to provide all groups of eligible citizens with free medications and medical devices amounts to about 19 billion rubles".
A.I. Bastrykin also heard the head of the Investigative Department for the Central District of Krasnodar, Investigative Committee of Russia for Krasnodar Territory I.G. Sengerov, who reported on the actions taken in the framework of the procedural investigation. However, the head of the Investigative Committee of Russia noted that there was red tape, materials of verification were transferred from one department to another, with no clear result. He instructed the investigators of the Main Investigative Department of the Investigative Committee of Russia to take all the materials into production. He gave a number of specific instructions to A.K. Maslov about this problem. A.I. Bastrykin demanded to report to him as soon as possible the first results on the solution of the problem in order to report them to the applicants.
At the end of the personal reception, A. I. Bastrykin reminded applicants that if necessary, they can apply to him again.
