Investigation into criminal cases of adopted Russian children dead in USA continued

The Central Investigative Department of the Russian Investigative Committee continues to investigate criminal cases over adopted Russian children died in USA from 1998 to 2003: Anastasia Plotnikova, Dmitry Ishankulov and Anna Pochotnaya. The circumstances of the children’s death are being carefully verified by the investigators.

According to the filed received from the USA, Anastasia Plotnikova died at hands of her foster mother who dropped the child in bathroom. The girl hurt her head and late died. Anna Pochotnaya died of actions by her foster mother who pushed the girl so that she hurt her head on the wall and sustained a craniocerebral trauma. Dmitry Ishankulov’s death was also a result of criminal actions by his American adopting parents, who put the boy into a bathtub with hot water and then locked him in a cold basement for three days. The child died of thermal burns and hypothermia.

Is has been established that American authorities had carried out criminal investigations into deaths of Plotnikova, Ishankulov and Pochotnaya and the sentences were passed on the accused. As the Constitution of the Russian Federation and international legal documents ban double jeopardy the repeated prosecution of adopting parents for an offence for which they have already been tried is impossible. For an objective check of all circumstances of children’s death, the employees of the Russian embassy in USA on instructions of the SK leadership have requested the copies of all files of the said cases. The investigation is being continued.
