In Saint-Petersburg former assistant to Deputy of Legislative Council accused of swindling with government contracts to appear in court

Saint-Petersburg investigating bodies of Russia’s Investigative Committee have completed investigation of a criminal case against 44-year-old Ilya Khlusov, charged with a crime under part 4 of article 159 of RF Criminal Code (swindling, committed by a group of persons and on especially large scale).

According to investigators, Khlusov entered in a preliminary conspiracy with Prasolov, Sololakhina and unknown persons to steal budget funds on especially large scale paid in connection with the execution of government contracts, which were concluded by administration of Petrogradsky district of Saint-Petersburg with commercial organizations. Having worked put a plan of the crime, said persons from September 2009 to July 2011 stole the budget funds under the pretext of paying government contracts on services to hold festivals and celebrations concluded between administration of Petrogradsky district and front organizations. The funds were illegally cashed and divided between Khlusov, Prasolov and Sololakhina. By these actions the accused inflicted on the state a damage of over 3 million 620 thousand rubles.

Investigators have collected sufficient evidence therefore the case against Khlusov with the approved indictment has been sent to the court to be tried on the merits.

The criminal case against Ilya Khlusov was separated from that against Prasolov and Deputy Head of Petrogradsky district administration Solomakhina, as he made a pre-trial co-operation deal with investigators. Investigation of the criminal cases against Prasolov and Solomakhina is to be continued.
