Criminal case initiated in Krasnodar Territory over deaths during floods in Tuapsinsky district

Krasnodar Territory investigating bodies of the Russia’s Investigative Committee have decided to unite files on death of 4 people during floods in Tuapsinsky district and over negligence of officials in taking measures to prevent the emergency situation into a single lawsuit. On 23 August 2012 following the results of the check a decision was made to launch a criminal case over signs of a crime under part 3 of article 109 of the Russian Federation Criminal Code (infliction of death by negligence).

According to investigators, at night of 22 August 2012, due to unfavorable weather conditions (heavy rains) the water level in the rivers rose flooding the villages Novomikhailovsky, Tenginka and Lermontovo in Tuapsinsky district. The flood killed 4 people, including a 22-year-old resident of Moscow, 44-year-old woman, resident of Saint-Petersburg, 46-year-old resident of Krasnodar and 84-year-old local woman. In addition more than 800 buildings, including residential houses and socially important facilities were flooded.

Investigators currently are probing into circumstances related to actions by officials of state authority to protect people and territories of Tuapsinsky district against the natural disaster. The questions are also being studied concerning communications and warning of the people in Tuapsinsky district about the disaster. Other investigation operations are under way to find out all the circumstances of the crime. Investigation is to be continued.
