Moscow Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against one more person under investigation over attack on ecologist Konstantin Fetisov. The 26-year-old Moscow citizen was established guilty of acts with signs of the crimes under paragraph “a” of part 2 of article 115, paragraph “a” of part 2 of article 116, part 3 of article 30, paragraphs “g”, “h” of part 2 of article 105, paragraph “c” of part 2 of article 158 of the Russian Federation Criminal Code (intentional infliction of light injury, battery, attempted murder, stealing).
According to investigators, in November 2010 head of department of municipal property and privatization of the property management committee under administration of urban district of Khimki and Khimkinsky municipal district Andrey Chernyshev, D. Rastokin, Andrey Kashirin, Vyacheslav Kovalyov, Maksim Kriventsov and Vazgen Tsaturyan entered a preliminary conspiracy to kill Fetisov in order to stop his public statements criticizing activity of Khimki urban district Administration. As a perpetrator they hired for money the 26-year-old Moscow citizen. On 4 November 2010 the man with his accomplices in Khimki hit the victim several times with a baseball bat in the head. The victim did not die due to emerging of witnesses and timely medical aid. Fleeing the crime scene the man robbed the victim. In addition during the inquiry investigators have found out that the man in June 2007 without any reason battered a local in Moscow, inflicting a light injury.
According to results of a psychological expertise the man was recognized of diminished responsibility. The criminal case against him, therefore, was severed into a separate lawsuit. At present it with an approved determination on compulsory medical measures was sent to court.
Earlier the case against Rastokin severed into a separate lawsuit as he had concluded a pre-trial cooperation deal was sent to the court. The rest of the accused in the attack on Konstantin Fetisov: head of department of municipal property and privatization of the property management committee under administration of urban district of Khimki and Khimkinsky municipal district Andrey Chernyshev, Andrey Kashirin, Vyacheslav Kovalyov, Maksim Kriventsov, Vazgen Tsaturyan continue to read the files of the cases against him.
