I consider it necessary to state my point of view as for the situations with reporting criminal cases over crimes committed by senior officials of the holding company Oboronservis and a number of commercial firms. The fact that such cases were possible to be initiated is a result of joint work of the Investigative Committee, Ministry of Internal Affairs, Federal Security Service, Main Military Prosecutor’s Office and Chamber of Accounts. Not only mentioned agencies, but the whole society are interested in finding truth in these cases. The Investigative Committee is not going to play leading part in finding all circumstances and episodes of the crimes, but under the law it is the Investigative Committee who bears responsibility for full amount and procedural consolidation of evidence collected, which will make the bases for final charges and adjudications. However, I should stress that only due to joint efforts and professional work of investigating, operational, controlling and supervisory bodies, the high-profile cases are being investigated and the result should be prosecution of all guilty of stealing many billions rubles from the budget of the Russia’s Ministry of Defense.

As for relations between the Investigative Committee and Ministry of Internal Affairs, they have always been constructive and business-like in all cases in proceedings in investigating bodies of the Russia’s Investigative Committee. Successful investigation directly depends on professional work of investigators of the Committee, operational officers of the Ministry of Internal Affairs and, which is most important – on their coherent cooperation, which is confirmed by the case of Oboronservis being successfully investigated by joint efforts.
