Former deputy of Astrakhan Andrey Kovalyov convicted

Court has found the evidence gathered by the investigating bodies of the Russia’s Investigative Committee in Astrakhan Region enough to convict former deputy mayor of Atrakhan – ex-head of communal service office of the administration Andrey Kovalyov, 51. He was found guilty of crimes under part 4 of article 159 of the RF Penal Code (fraud on an especially massive scale), part 3 of article 30, part 4 of article 159 (attempted fraud on an especially massive scale), part 3 of article 159 (fraud committed using official position and on an especially massive scale).

The court and investigation have found that the communal services office concluded a contract with a firm repairing asphaltic concrete roads. Kovalyov being aware that the finance office was not transferring on time to the firm the funds for the work done, in May-June 2012 promised to assist in speeding up the payment demanding from the director of the firm to give him 10% from the total sum of payment, not having either real opportunity or intention to keep his promise. After that Kovalyov in his office received from the businessman 2 million 950 thousand rubles. While receiving another portion of 450 thousand rubles Kovalyov was arrested. Under the same circumstances Kovalyov received from directors of two other construction firms, which also repaired asphaltic concrete roads, 775 thousand rubles and 1 million 663 thousand rubles respectively.

The court sentenced Kovalyov to 4 years in a minimum-security prison and was banned from occupying positions in state bodies for 3 years.
