Former director of engineering defense at Cheboksary reservoir charged with malfeasances in Nizhny Novgorod Region

The investigating bodies of the Volga Inter-Regional Conservation Investigations Directorate of the Russia’s Investigative Committee has charged former director of state federal facility for engineering defense at Cheboksary reservoir in Nizhny Novgorod Region Nikolai Afanasyev. He is charged with crimes under part 1 of article 286 of the RF Penal Code (exceeding official powers), part 3 of article 290 (bribery) and part 1 of article 292 (forgery).

According to investigators, between February 2012 and September 2013, the official during working hours repeatedly used the labor of 8 of his subordinates and the equipment of the facility to build a house for his daughter in the town of Lyskovo in Nizhny Novgorod Region. One of the subordinates injured his legs during construction and was under treatment for a long time.

After the incident, Afanasyev was afraid that the information on his wrongdoings would reach his superiors, law enforcement and surveillance bodies and put knowingly false information in official documents – the work time schedule. Under this document the injured worker had got his trauma at work.

Afanasyev illegally organized wages for the workers and expenses on the equipment used during construction of his daughter’s house, from budget funds allocated for the facility. The official’s actions caused the state a loss of over 214 thousand rubles.

In addition on 2 September 2013, the official received a bribe for illegally giving the equipment of the state facility to a sole proprietor.

At present investigating operations are underway to consolidate evidence.
