In Sverdlovsk Region charges pressed under investigation of An-2 crash in Serov

The investigating bodies of the Urals Transport Investigations Directorate of the Russia’s Investigative Committee have passed a decision to prosecute Khatip Kashapov as the accused of the crime under part 3 of article 263 of the RF Penal Code (violation of safety rules for traffic and use of aircraft entailing death of more than two people through negligence). The decision was given to the representative of the accused, which is his wife, and the lawyer for studying.

According to investigators on 11 June 2012, about 10 PM, local time, an Antonov An-2 plane piloted by Kashapov and carrying 12 passengers made an unauthorized take-off from the landing ground in Serov.

On 5 May 2013, the crash site with the remains of the pilot and passengers was found in a swamp 8 km away from the landing ground.

During the investigation under the current legislation investigators received from Kashapov’s relatives a declaration of will on non-agreement with the closure of the case due to the death of the suspect and applications let the representative of the accused take part in the proceedings.

The investigators have gathered enough evidence proving that Kashapov was guilty of the crash. The main reason for the crash was violation by the pilot of air regulations, namely, flight on an altitude much lower than a safe one, which caused the plane to crash in a tree and fall.
