In Kamchatka Territory criminal investigation against two former ministers finished

The investigating bodies of the Russia’s Investigative Committee in Kamchatka Territory have finished investigating a criminal case against former Minister of Property of the Kamchatka Territory Viktor Pisarenko and Minister of Agriculture Nikolai Mizinin charged with receiving a bribe from Yuri Chereshnya, the CEO of ZAO Eskada, whose activity was connected with OOO Kamchatkombikorm and the abovementioned ministers.

The reason to start the investigation was application of Chereshnya and files of pre-investigating check made by the police, which showed that Mizinin had received from Chereshnya a Nissan Patrol as a bribe and Pisarenko – 3 million rubles in cash for the actions in the benefit of Chereshnya’s firm.

At the same time, investigators have found that ministers Mizinin and Pisarenko by virtue of their duties interacted with and made decisions concerning activity of OOO Kamchatkombikorm and indirectly activity of ZAO Eskada, however the investigators could not find any information that they had received any money for that activity. The investigators have also found that Minister Mizinin really got the Nissan Patrol car from Chereshnya, but under other circumstances, not as a bribe. The car was not registered on Mizinin or his relatives and later, long before the investigation, he returned the car to Chereshnya.

The investigating operations, namely interviews of witnesses and phonoscopic analyses did not confirm the circumstances established by the pre-investigating check.

Based on the circumstances found, the investigators have made a decision to close the case due to lack of components of crime in the actions of two officials.
