Third person detained in Moscow under criminal investigation against high-ranking officials of Central Customs Office of the Federal Customs Service

Moscow Inter-Regional Transport Investigations Directorate of the Russia’s Investigative Committee continues investigating a criminal case against deputy head of logistics service of Central Customs Office of the Federal Customs Service Sergey Vostrikov and head of finance and accounting service of the same body Svetlana Ignatova. They are suspected of attempt to give a bribe on an especially large scale (part 3 of article 30, part 5 of article 291 of the RF Criminal Code).

During preliminary inquiry investigators have got enough evidence of involvement into the crime of deputy head of Central Customs Office of the Federal Customs Service – head of logistics service Valery Zhovtobryukh.

At present Zhovtobryukh is detained under article 91 of the RF Criminal Procedure Code. Moscow Inter-Regional Transport Investigations Directorate of the Russia’s Investigative Committee is conducting investigating operations with his participation. The issue of restraint for him will be considered on 14 March 2013.

ccording to investigators, during a comprehensive check at the Central Customs Office of the Federal Customs Service the RF Chamber of Accounts found a lot of violations while executing state contracts. No later than 7 March 2013, Vostrikov and Ignatova entered a criminal conspiracy to give a bribe to a representative of the Chamber of Accounts checking the Office for his not including the revealed violations in the statement. To implement his criminal intention Vostrikov on 11 March 2013 entered the office of the representative of the Chamber of Accounts and in person gave him a bribe of 3 million rubles, which is an especially large amount. The perpetrators could not finish their crime by reasons independent of their will, as the fact of bribery was controlled by the staff of the Federal Security Service.

The illegal activity of the abovementioned persons was stopped by the Investigative Committee jointly with the RF Chamber of Accounts and Federal Security Service.

Today the investigator has asked the court to put Ignatova into custody and Vostrikov under house arrest as a pre-trial restraining measure.

Investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
