Criminal case against Director of Children’s Health Resort Valentina Tazekenova opened in Orenburg region

Investigative agencies of the Investigative Committee of the Russian Federation in the Orenburg region opened a criminal case against the Director of the State Budget Educational Institution for orphans and children left without parental care, "Children's Home School" Valentina Tazekenova. She is suspected of committing crimes under Part 2 of Article 145.1 of the Criminal Code (non-payment), Part 1 of Article 286 of the Criminal Code (abuse of power), and Part 2 of Article 292 of the Criminal Code (forgery).

The grounds for a criminal case were the results of checking of violations identified in the Orenburg Children’s Health Resort by regional prosecuting authorities.

According to investigators, in the period from February to November 2012, the Director of Children’s Home Tazekenova monthly provided information on available laborer vacancies and lists of pupils subject to employment (from 36 to 63 people) to a local labor exchange, then, as an employer, she entered into contracts for the organization of temporary employment of minors and fixed-term contracts with students. Pursuant to these agreements, in violation of the rules of labor protection and safety, minors were involved in activities prohibited for persons under the age of 18 years.

In violation of the applicable laws and contracts terms, the minors were not paid and their insurance payments were not made, employment records were not started, which resulted in substantial violation of the rights and legitimate interests of the children.

As a result of the employer’ duty breach, the wages totaling more than 1.5 million rubles were not paid to the minors during the whole period.

Currently, investigating actions aimed to establish all the circumstances of the crime are being carried out.
