Investigation to find all responsible for tragedy in Dmitrovsky district

Moscow Region Main Investigations Directorate of the Russia’s Investigative Committee as part of a criminal investigation into the death of 38 people in a fire in psychiatric hospital No 14 in the village of Ramensky, Dmitrovsky district (part 3 of article 219 of the RF Criminal Code) is conducting a number of investigating and procedural operations aimed at finding all the circumstances of the incident.

At present the specialists continue examining the site of the fire. The chief doctor of the hospital has been interrogated. The investigators are questioning head of OOO Nedvizhimost (LLC), the company which installed fire alarm system in the hospital. The documents relevant for the investigation are being seized from the company.

Medical forensic expert examinations have been assigned. The experts are going to find not only the cause of victims’ death, but determine whether there were any medicines in their blood, which could have affected their condition and ability to get out from the burning building.

In addition, investigators are carrying out urgent investigating operations aimed to assess the work of officials of the district administration and supervising bodies, whose responsibility was to provide security of the patients and organization of duly operation of the hospital. To that end the circle of responsible persons is being established at present, the documents are being seized from the supervising bodies of the district and its administration.

Investigation of the criminal case is under special control of the senior officials of the Russia’s Investigative Committee. Investigation is going to find not only the cause of the fire and the immediate culprits, but give legal assessment to actions of all officials and other persons, actions or inaction of whom led to the tragedy.
