First deputy minister for economic development of region suspected of exceeding official powers in Irkutsk Region

Investigating bodies of the Russia’s Investigative Committee in Irkutsk Region have launched a criminal investigation against first deputy minister for economic development in Irkutsk Region Yulia Rumyantseva. She is suspected of crimes under part 2 of article 285 of the RF Criminal Code (abuse of office), part 2 of article 286 (exceeding official powers) and part 2 of article 292 (official forgery).

According to investigators, in 2012 Rumyantseva was deputy minister of information technologies, innovative development and communications in Irkutsk Region and without any ground concluded a state contract with a company on performance of technological works to develop information resources for state executive authorities of the region in order to provide state services in electronic form. The sum of the contract was more than 100 million rubles, which were transferred to the account of the company. Rumyantseva also signed the act on the work executed stating that it was completed in full. But it was not true. Investigators have also reasons to believe that the price of the services under the contract was overrated. As a result of the official’s actions the budget of Irkutsk Region suffered damage of more than 20 million rubles.

In addition, Rumyantseva violated the law and organized the posting of an order for the purchase of electronic-digital signatures worth about 3 million rubles.

Rumyantseva has been detained. At the moment the investigators with the officers of the Federal Security Service are searching the ministry. The restraining measures will be imposed on the suspect in the near future. A number of search and investigating operations are under way to find all the circumstances of the crime.
