Criminal proceeding launched in Moscow Region against commander of 58th army

Military Investigations Directorate of the Russia’s Investigative Committee of Strategic Rocket Forces based in Moscow Region, after the pre-investigating check has launched a criminal proceeding against commander of 58th Army of Southern military district Major General Andrey Gurulyov. He is suspected of a crime under part 5 of article 33, part1 of article 286 of the RF Criminal Code (complicity in exceeding official powers). This proceeding was filed into a single lawsuit with a criminal case opened earlier against chief of staff – first deputy Commander-in-Chief of Southern military district Lieutenant General Nikolai Pereslegin.

If was found that in 2005 Major General Pereslegin became a student in General Staff Military Academy of RF Armed Forces. Before setting off to the Academy he agreed with Colonel Gurulyov, who then was chief of staff –deputy commander of military unit 06705 to illegally detach two soldiers.

In all, one of the illegally detached soldiers was illegally absent from the military unit about 28 months. That, however, did not prevent him from having been promoted to the sergeant and conclude a contract with a military agency. The second soldier – a senior warrant officer did not show up in the military unit for 26 months. Concealing their absent from the service, Gurulyov organized the issue of false orders on their vacations, business trips, and on giving them next military ranks.

Meanwhile the two soldiers were repairing the Pereslegin’s service flat in Moscow and assembling furniture there. In addition, one of them carried out personal errands for the general and the other guarded Pereslegin’s house in Tver Region, for more than a year and half he maintained the house and cleaned the premises. Pereslegin let them be illegally employed in OOO VentMontazhServis-Tver (LLC) run by his daughter and son-in-law, where they received wages.

During the preliminary investigation Lieutenant General Pereslegin was charged with crimes under part 1 of article 286 of the RF Criminal Code (exceeding official powers) and part 3 of article 327 (use of a knowingly forged document).
