Military Investigations Department of the Russia’s Investigative Committee in Ulyanovsk garrison based on the results of a pre-investigating check has launched a criminal proceeding against lieutenant Colonel Sergey Svoykin, former head of communications center in the military unit 31612-S. He is suspected of a crime under part 3 of article 285 of the RF Criminal Code (abuse of office inflicting grave consequences).

According to investigators, in 2011 the Russian Ministry of Defense concluded with OAO Slavyanka (OJSC) a state contract on sanitarian maintenance of rooms and premises of the facilities in 2012. Under the order of commander of military unit 83531 Sboykin was charged with checking and submitting information on the size of the works done under the said contract as of the military camp in Ulyanovsk Region. Due to the fact that the staff of the branch Penzensky of Slavyanka did not clean the rooms and the premises, the officer during a year employed for this job his subordinate soldiers. At the same time each month Svoykin endorsed the acts on the work executed, based on which more than 11.3 million rubles was transferred to the account of Skavyanka without any reasons.

At present, investigators have already seized from the military unit documents relevant for the execution of the state contract and are questioning the Svoykin’s colleagues about the circumstances of the incident.
