In Astrakhan Region former commander of regional battalion of Road Patrol Service No 1 and his subordinates put on trial

The Astrakhan Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against the former commander of the regional battalion of the Road Patrol Service No 1, former platoon commander of company No 2 of the same battalion and four inspectors of the same company. Depending on the role of each they are charged with crimes under part 1 of article 286 of the RF Penal Code (exceeding of official powers), paragraph “a” of part 5 of article 290 of the RF Penal Code (bribery by a group of people in a conspiracy) and part 1 of article 292 (forgery).

According to investigators between March and September 2013 commander of the regional battalion of the Road Patrol Service No 1 of the Astrakhan Region Office of the Russian Interior Ministry gave orders to former commander of company No 2 of the same battalion to collect from inspectors 50 thousand rubles a month. In his tern commander of company No 2 ordered two commanders of platoon to collect money for their superiors.

During operations carried out by the internal security office of the regional office of the Russian Interior Ministry it was discovered that in September 2013 the officers of the Road Patrol Service received bribes of 2.5-3 thousand rubles from drivers who violated the traffic code. The suspects were detained in the office of the commander of company No 2 during a planning meeting. There were several banknotes in the drawer of the commander’s desk received as a bribe. More bribe money was found in the pocked of one of the inspectors.

The commander of company No 2 was put on trial for exceeding official powers (part 1 of article 286 of the RF Penal Code). The court gave him a 2-year suspended sentence. He was also banned from taking any positions in the authority for 2.5 years. A criminal case against the second commander of platoon of company No 2 was severed into a separate law suit and suspended due to his poor health.

The investigators have gathered enough evidence, therefore, the criminal case with the approved indictment has been sent to court to be tried on the merits.
