Investigative agencies of the Investigative Committee of the Russian Federation in the Sverdlovsk Region investigated the criminal case against the suspended from office head of the Verkhoturye Urban District Administration, the former director of the Municipal Unitary Enterprise "Verhoturye Utilities Services" and another citizen born in 1981. Depending on the role of each, they were accused of committing crimes under Part 4 of Article 159 of the RF Criminal Code (fraud committed on a large scale), Part 2 of Article 285 of the RF Criminal Code (abuse of power committed by the head of the local government) and Part 5 of Article 33, Part 2 of Article 285 of the RF Criminal Code (aiding in the abuse of power).
According to investigators, from October 2012 to March 2013, acting in a group of persons, the defendants, committed embezzlement of funds from the regional budget on a large scale totaling more than 1 million 400 thousand rubles by fraud. The funds had been allocated for the renovation of kindergartens under schools in villages of Deryabino and Kordyukovo, Verkhoturye District, and a health resort in the village of Privokzalny. The completion of repairs at these sites was scheduled for November 2012. However, by the time of opening and investigating the criminal case, the repairs have been completed at none of the specified objects. According to investigators, the theft was committed by the Municipal Unitary Enterprise "Verhoturye Utilities Services" that signed obviously fictitious subcontract agreements for the repairs at these objects with two commercial entities. In addition, in October 2012, two of the accused - Head of the Verkhoturye Urban District Administration and the former director of the "Verhoturye Utilities Services" – committed an abuse of power by making repairs in the flat of the Head of the Verkhoturye Urban District Administration, installing plastic windows worth about 40 thousand rubles under the guise of repairing public housing.
In the period of investigation, the Head of Administration was suspended from his office by the court. It should be noted that during the investigation one of the three defendants – a citizen born in 1981, accused of aiding in the abuse of power - admitted his guilt and described the criminal actions of each of the three partners, including the Head of the Administration. In connection with this, the case against the defendant who had pleaded guilty and had concluded a pretrial cooperation agreement was separated, and the court has already brought the verdict - the defendant has been sentenced to 3 year-imprisonment.
The criminal case against two other defendants - the dismissed Head of the Administration and the former director of the Municipal Unitary Enterprise "Verhoturye Utilities Services" - has been sent to the court and is currently being considered on its merits.
