In Leningrad Region criminal case opened over negligence of police officers letting special dangerous recidivist escape from convoy

The Northwestern Federal District Investigations Directorate of the Russia’s Investigative Committee have launched a criminal investigation into escape during investigating operations of the suspect of especially serious crimes against children in the Leningrad Region (article 293 of the RF Penal Code - negligence).

Yebgeny Litovchenko, 43, was detained in April 2014 on suspicion of the rape of a 14-year-old girl. During the probe, investigators got the evidence that it was he, who committed the crime and charged him with paragraph “a” of part 3 of article 131 of the RF Penal Code.

The investigators have grounds to believe that Litovchenko committed not only that crime, but had been involved in at least 10 other similar crimes. At present there are irrefutable evidence that he had committed two sex crimes against minors and raped and killed a young woman. Namely, today he was checked on being involved in an especially serious crime against Pavel Kostyunin, who left home in December 2011 and went missing. The criminal case over disappearance of Pavel Kostyunin is being investigated by the Main Investigations Directorate of the Russia’s Investigative Committee. It was this investigation, during which Litovchenko was transported to the woods in Kirov District, Leningrad Region for investigating operations, where he got away.

During the investigation into negligence of the police officers, from whom Litovchenko ran away, the investigators are going to give tough legal assessment to their superiors as well, who should have instructed the police officers properly on convoying an especial dangerous recidivist. Litovchenko was previously convicted of rape, sexual abuse (paragraph “a” of part 2 of article 131 of the RF Penal Code, paragraph “a” of part 2 of article 132, article 161). He was released from prison in April 2009. Of course, the police officers and their chiefs should have taken exhaustive measures to guard the suspect under the convoy.
