Round-table discussion on issues of assistance to socially disadvantaged minors held in Investigative Committee

Today, June 25, 2014, pursuant to the instruction, given by Chairman of the Russia’s Investigative Committee Alexander Bastrykin during a meeting of the Investigative Committee Advisory Council on assistance to orphans and children deprived of parental care, a round-table devoted to the issues of minors leaving families and children’s social institutions as well as response to beggary of such children was held at the Investigative Committee.

The representatives of Children's Rights Commissioner for the President of the Russian Federation, specialized departments of the Investigative Committee, Interior Ministry, Ministry of Education, Ministry of Health, guardianship authorities, centers for psychological help, volunteer and other social organizations, clergy took active part in round-table activities.

The problem of minors leaving families and children’s social institutions is extremely pressing, as when at streets the risk of crimes committed against them or them being involved into illegal activities multiplies significantly.

For example, in 2013 the Investigative Committee received about 14 thousand reports on missing children, in respond to which 230 criminal cases were launched. According to the Russian Ministry of the Interior, in 2013 alone 450 criminal cases were opened over children and teenagers involved into begging.

The participants paid attention to the necessity of changing the existing Administrative and Criminal Codes, upgrading the control system of social institutions in relation to mentioned issues, urgent development of the procedure to help families and children in complicated situations in order to prevent their social maladaptation. They made a special emphasis on the necessity to advance the effective cooperation between government bodies and social institutions to prevent children from leaving and eliminate reasons for such a conduct.

Following the meeting propositions will be prepared and sent to corresponding government bodies.
