6 local citizens accused of extremist activities in Chelyabinsk region

The investigating bodies of the Russia’s Investigation Committee in the Chelyabinsk Region have charged 6 local citizens with crimes under parts 1 and 2 of article 282 of the RF Criminal Code (incitement of Enmity or feud as well as degrading of human dignity), depending on their parts.

According to investigators, on September 27, 2013 a group of local citizens distributed leaflets and other kinds of literature in crowded places of Central and Traktorozavodsky districts, mosques in Chelyabinsk. The content of the materials had features of extremist activity and propaganda of religious Islam organization “Islam liberation party – Hizb ut-Tahrir al-Islami”.


As part of the probe special investigations department of the Investigations Directorate for the Chelyabinsk Region, the residences of the accused and people being checked for connection to the crime were searched. The investigating operations were held in Chelyabinsk and other settlements of the region. In the course of the search a wide range of printed materials were withdrawn, which were classified by a court of law as extremist: “Political concept of Hizb ut-Tahrir al-Islami”, “How the Caliphate was extinguished”, “Idea” and others. A forensic linguistics analysis was set up to study other printed materials. In the course of the probe investigators established that the accused had been involved two more crimes.

By the decision of the RF Supreme Court of February 14, 2003 the Hizb ut-Tahrir al-Islami organization was found a terrorist one therefore its activity in Russia was banned. The organization aims at extinguishing non-Muslim governments and establishing Islamic government all over the world by means of recreating the “Universal Islam Caliphate”. The basic forms of its activity are the aggressive Islam propaganda, combined with intolerance to other religions, active recruitment of adherents and purposeful work on the introduction of disunity to the society.

The operational support for the investigation is carried out by officers of regional offices of the Federal Security Service and the Interior Ministry. The investigation is in its terminal phase.
