In Moscow Region former head of administration of Vareyskoye, Ramenskoye District and his accomplices to stand trial for land fraud

The investigating bodies of the Moscow Region Main Investigations Directorate of the Russia’s Investigative Committee have finished investigating a criminal case against the former head of administration of the rural settlement of Vareskoye, Ramenskoye District, his deputy, two advisors of a notary’s office and a relator. Depending on the role of each one they are charged with crimes under part 4 of article 159 of the RF Penal Code (fraud committed by a group of people in a previous concert using their official positions on an especially large scale – 2 counts) and part 3 of article 30, part 3 of article 159 (attempted fraud).

According to investigators the former head of administration and his accomplices in the period between December 2009 and January 2010 by deceit acquired ownership of the land state ownership on which was not delimited and located in Ramenskoye District, Moscow Region. As the result of the fraud, participated by all five of the accomplices, they obtained an ownership registered on men of straw on 20 pieces of land with a total area of 3.04 ha and market price as of the moment of alienation 42 million 560 thousand rubles located near the village of Bykovo, Ramenskoye District.

In May 2010, the head of administration and his deputy using the same scheme obtained ownership registered on men of straw on 35 pieces of land formed from the lands of settlements and agricultural lands of a total area of 5.25 ha and market price as of the moment of alienation 53 million 565 thousand rubles.

In addition in March 2014, being on duty and in his office the head of the rural settlement personally received a sole proprietor, who had applied with a request to build a mobile tire fitting shop in the village of Vareyskoye. During the reception the official misled the businessman as of the necessity to receive a permit in the administration of the village, which in fact was not required by the law. Moreover, he offered the businessman when he started running the shop to pay him a monthly fee between 10 and 15 thousand rubles for issuance of the permit and letting him render the services of tire fitting in the village of Vareyskoye.

The official, however, failed to accomplish his criminal intent as was broken up by the officers of Economic Security and Anticorruption Department of the Office of the Russian Interior Ministry for Ramenskoye. They detained him and confiscated the money.

By now the criminal case with the approved indictment has been sent to court to be tried on the merits.
