In Perm Territory five teenagers found guilty of sexual abuse of inmates of children’s home

A court has recognized the evidence gathered by the Perm Territory investigating bodies of the Russia’s Investigative Committee sufficient to convict five underage inmates of a children’s home. Depending on the role of each one in the crime, the teenagers were found guilty of crimes under paragraph “b” of part 4 of article 131 of the RF Penal Code (rape of a victim aged under 14 by a group of people in a preliminary conspiracy) and three counts of a crime under paragraph “a” of part 3 of article 131 (rape of an underage victim by a group of people in a preliminary conspiracy).

The court and investigators have found that in the period between autumn 2012 and late October 2013 five underage inmates of a children’s home aged between 14 and 17 multiple times, threatening with violence and using force to two underage inmates of the same facility and taking advantage of their helpless state, had sexual intercourse with the girls.

The law enforcement officials learnt about the crimes only in autumn 2013. The criminal investigation was launched immediately, with its progress and results especially controlled by the head of the Investigations Directorate and the Central Office of the Russia’s Investigative Committee.

The court sentenced the teenagers to between 4 and 7 years in a colony for juvenile delinquents.

The investigators did everything possible to find and eliminate the reasons and conditions contributing to the crimes. As a result several officials of the Perm Territory Ministry of Social Development were subject to disciplinary punishment and dismissed.

Earlier a criminal case against the director of the children’s home, investigated by the Perm Territory investigating bodies was sent to court to be tried on the merits.
