In Mordovia former official of Drug Control Service to stand trial for drug trafficking and abuse of authority

The Central Federal District Investigations Directorate of the Russia’s Investigative Committee has completed investigating a criminal case against former head of the first department of the drug crime directorate of the Federal Drug Control Service Grant Akopyan. He is charged with crimes under paragraphs “a”, “b” and “d” of part 3 of article 228.1 of the RF Penal Code (illegal drug trafficking on a very large scale committed by an organized group using their official authority) and part 1 of article 286 (abuse of authority).

According to investigators, Akopyan, in his personal interests in late 2010 set up an organized criminal group to traffic heroin in very large quantities. The group included both drug dealers, as well as criminals previously convicted of similar crimes. Depending on their roles, the unidentified accomplices of Akopyan got and packed up heroin to be then sold to persons, found by other accomplices serving in prison. Akopyan sold the drug personally. Moreover, heading the group along with dealing the drug allowed the accused to enhance his work results by detaining the people to whom he sold the drug. As a result of Akopyan’s activity, about 20 kilos of a mixture containing diacetylmorphine (heroin) was sold to 5 foreign nationals between December 2011 and February 2011, in Mordovia and Ryazan Region. After selling the drug Akopyan arranged their arrest and further prosecution thus making his work results better. The percentage of heroin in the drug was no more than 0.44 % indicating that the total weigh of the mixture was artificially increased.

During the probe investigators arrested Akopyan’s property worth over 30 million rubles in order to ensure possible confiscation.

The operative support of the investigation was provided by the officers of the Federal Drug Control Service and Federal Security Service.

The investigators have gathered enough evidence, therefore the criminal case against Akopyan with the approved indictment has been sent to court to be tried on the merits.

The criminal case against unidentified accomplices of Akopyan has been severed in a separate lawsuit and the investigation is ongoing.
