In Northwestern Federal District criminal investigation against high-ranking official of Drug Control Service charged with abuse of authority finished

The Northwestern Federal District Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against former deputy director of Northwestern Advanced Training Institute of the Drug Control Service of the Russian Federation (hereinafter Institute) Oleg Komolin. He is charged with a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (excess of authority or official powers that caused grave consequences).

According to investigators, Kolomin being chairman of current and capital repairs acceptance committee, knowing that the capital repairs of an Institute’s building in Vsevolzhsk District, Leningrad Region, under a state contract, had not been finished and wanting to avoid return of non-drawn funds, arrange that the Institute accepted not finished repairs in 2010-2011. The payment was affected from the funds of the federal budget. The actions of the accused caused the Institute material damage of 12 million rubles. In addition he building cannot be used for training the specialists of the Drug Control Service.

The investigators have gathered enough evidence, therefore, the criminal case against Kolomin with the approved indictment will soon be sent to court to be tried on the merits.

A criminal case against the persons who stole the funds allocated on the repairs of the Institute under the state contract has been severed in a separate proceeding. The investigation is ongoing.
