In Tomsk Region head of department of regional administration and head of district charged with exceeding authority to stand trial

The investigating bodies of the Russia’s Investigative Committee for the Tomsk Region have finished investigating a criminal case against former head business development and real economy sector department and head of administration of Pervomaysky District. They are charged with a crime under part 2 of article 286 of the RF Penal Code (committing actions by an official clearly outside their authorities and entailing considerable violation of interests of the state protected by law, committed by a person occupying a state position in a constituent entity of the Russian Federation or by head of local government).

According to preliminary information, 2009 to 2012 head of Pervomaysky District and head of business development and real economy sector department of the Tomsk Region administration from conspired and acted in the interests of commercial organizations, thus exceeding their official authorities. The head of the District filed with the business development and real economy sector department of the Tomsk Region administration applications agreed with its head on timber from the Russian Federation forest resources to municipal needs. The applications contained knowingly false information regarding the amount of timber (20 thousand 193 cubic meters) was necessary for the needs of municipalities in Pervomaysky District. Based on the applications filed in the said period the department head gave consent for the tenders on sales contracts on the timber. As a result there was a wood cut down in the forest resources of the Russian Federation causing the state a loss of over 66 million rubles.

At the request filed by the investigators the head of Pervomaysky district administration of the Tomsk Region was dismissed from the office for the period of investigation.

The investigators have gathered enough evidence, so the criminal case with the approved indictment has been sent to court to be tried on the merits.
