Criminal cases over stealing during construction of Primorye Aquarium joined in single proceeding

The Main Investigations Directorate of the Russia’s Investigative Committee has joined in a single proceeding criminal cases against Director of Construction Department of Primorye Territory Andrey Poplavsky and CEO of OOO scientific production association NPO Mostovik Oleg Shishov opened in stealing of money during construction of Primorye Aquarium Scientific and Educational Complex.

According to investigators, in the period between March 2010 and September 2014 Shishov and Poplavsky together with other unidentified individuals stole by deceit 1 billion 982 million rubles allocated from the federal budget on the construction of Primorye Aquarium Scientific and Educational Complex in the city of Vladivostok, failing to complete construction in time, despite the fact that it had been prepaid for.

Besides, investigators believe that Poplavsky stole over 40 million rubles allocated to build Primorye Aquarium by overstating the amount of work done. His property, namely, a flat, house, piece of land, non-residential buildings in Khabarovsk Territory and Toyota Land Cruiser have been arrested.

A court has ruled to place Poplavsky and Shishov in custody pending trial. They are charged with crimes under part 4 of article 159 of the RF Penal Code (fraud). During questionings neither of them has admitted their guilt.

It is obvious that the scheme involved not only Shishov and Poplavsky, so the investigators are going to identify and prosecute all individuals involved in stealing of federal money. But I would like to ask: What those people were counting on? That they can get away with stealing not even millions, but billions from the budget? To become so insolent you probably need to live on some other dimension, but I do believe that actions of investigators and then a court will bring them back on earth and outline their real future, which is clearly and minutely stated in the Penal Code of the Russian Federation.
