Criminal investigation finished against ex-minister of labor and social development of Rostov Region and her deputy

The Rostov Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against former minister of labor and social development of Rostov Region Yelena Skidan and her deputy Mikhail Medvedev. They are charged with crimes under part 3 of article 285 of the RF Penal Code (abuse of office – 2 counts).

According to investigators in 2012, the accused abused their authority when bought two buildings for a nursing home in the town of Shakhty and a psycho-neurological clinic in the town of Belaya Kalitva.

Aware that the buildings as facilities of healthcare and social services designed for permanent living of old and disabled people did not meet technical or sanitarian requirements and needed to be reconstructed or repaired the officials did not take any measures to have the owner make necessary repairs before the buildings were sold.

As a result the buildings in need of reconstruction and repairs were bought under a state contract at inflated price.

The actions of the accused considerably violated rights and legal interests of socially unprotected citizens and caused material damage to the Rostov Region budget worth over 85 million rubles.

The criminal investigation was launched based on the records of a check that had come from the Rostov Region prosecutor’s office and Rostov Region Office of the Federal Security Service.

The investigators have gathered enough evidence so the criminal case with the approved indictment has been sent to court to be tried on the merits.
