In Irkutsk Region investigation launched in negligence of official entailing death of child

Irkutsk Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against head of Kuytun District department of the Ministry of Social Development and Guardianship of Irkutsk Region suspected of a crime under part 2 of article 293 of the RF Penal Code (negligence entailing death of a person by negligence).

According to investigators on 21 January 2015, a dead body of an 18-month-old child was found in a yard of a house in Kuybyshev street in the village of Ingino, Kuytun District. The investigators found out that a 16-year-old girl left her daughter outside without warm clothes. According to the results of a forensic medical examination the child died of hypothermia. Irkutsk Region investigating bodies of the Russia’s Investigative Committee launched a criminal investigation in a crime under paragraph “c” of part 2 of article 105 of the RF Penal Code (murder of a child).

During investigative operations the investigators and police officers found that the child had been confiscated from the family in November 2013 and had been placed in an infant care facility. However, a year later by the decision of officials on prevention of crimes against minors the little girl had been returned to the family although conditions there did not get better and the mother was abusing alcohol.

Necessary investigative operations are underway. Restraint is expected. The investigation is ongoing.
