Investigation started in negligence of Kirov town administration officials entailing death of a baby and injuring 4 children by fall of ice and snow on them

The Kirov Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against Kirov town administration officials in a crime under part 2 of articled 293 of the RF Penal Code. 1-month-old baby was killed, 18-month-old and 9-year-old boys and 2 2-year-old girls were injured due to the officials’ negligence when mounds of snow and ice fell on them.

In accordance with Outer Improvement Regulations, building maintenance organizations are responsible for removal of icicles, ice and snow from the roofs and facades of buildings in the town of Kirov while the town administration is responsible for the control over this work (its divisions within their authority).

The officials of the Kirov town administration displayed criminal omission when did nothing having the information that in February and March 2015 the temperature was going to rise and being aware that there was ice and snow on the roofs of buildings that could slide and fall on citizens causing them death or grievous bodily harm. They failed to organize adequate supervision over the work by OOO Lepse-Uyut and OOO Housing Operation Bureau to clean snow and ice from the roofs of blocks of flats at the addresses: 44, Griboyedoa street; 14 Levitan street; 11, Shironintsev street and a kindergarten: 18 “b”, Popov street.

As a result of negligence of Kirov town administration officials a mound of ice slid from a roof and badly injured an 18-month-old child on 28 October 2014. On 13 February 2015, a chunk of ice fell on a pram and killed a 1-month-old baby. 10 days later a 9-year-old boy suffered a spine injury caused by a mound of snow and ice that fell on him. The last time a heap of snow fell on two small girls on 10 March.

At present investigative operations are underway to identify all the officials responsible for the tragedies that happened to the children. The investigation is ongoing.
