Criminal probe opened in calls to kill Russians made by former US general

The Main Investigations Directorate of the Russia’s Investigative Committee has opened a criminal investigation against US citizen Robert Scales on charges of a crime under part 2 of article 354 of the RF Penal Code (public calls for starting an aggressive war made in the media).

According to investigators, during a conversation with one of TV channels in March 2015, Robert Scales, the retired US Army General, called for the supreme US military and political leaders to carry out military action in Ukraine and start killing Russian citizens, as well as Russian-speaking people.

Such remarks violate not only Russian laws, but article 20 of the United Nations’ International Covenant on Civil and Political Rights that bans any propaganda of war and instigation of discrimination, hatred or violence.

At present investigative activities are underway to find out all the circumstances of the crime. The investigation is ongoing.
