In Primorye Territory investigation launched in commercial bribery during construction of aquarium

Primorye Territory investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation in a commercial bribery during conclusion of a contract on construction of Primorye Aquarium Scientific and Education Complex in the city of Vladivostok (part 3 of article 204 of the RF Penal Code). Two deputy directors of Repairs and Construction Department of the Office of the President, which was a general contractor in construction of the Primorye Aquarium – Vladimir Nikitin and Dmitry Mingalyov have been detained on suspicion of the crime.

According to investigators, in April 2015, one of them offered his accomplice to get constant inflow of money from subcontractors for assisting them to conclude contracts on construction works on the premises of the Primorye Aquarium with the Repairs and Construction Department. The second accomplice informed the CEO of the future subcontractor company about his capabilities and asked for that 10% of the total sum of the contract. After the contract had been concluded the Repairs and Construction Department transferred from its account 33 million rubles, while one of the suspects received 2 million rubles, which was a part of the total bribe of 5 million rubles. The suspects divided the money.

The offices of the companies have been searched. Documents and the money have been confiscated. Witnesses are being questioned. Following a request filed by the investigators, a court has ruled to remand both of the suspects in custody pending trial. The investigation is ongoing.

The crime was solved with assistance from the officials of the Primorye Territory Office of the Federal Security Service.
